Outcomes of the interview with Mr. Bernard Kouchner, Minister of Foreign Affairs of France

A delegation composed with Mrs. Nathalie Chartier-Touzé, General Delegate of the French Water Partnership (FWP), Mr. Senator Jean-François Le Grand, President of the Cercle Français de l’Eau representing the college of members "communities and parliamentarians," Mr. Alain Boinet, Director General of Solidarity representing the college "associations and NGOS," Mr. Pierre Victoria, international Director of Veolia Water representing the college "private companies", Mr. Maurice Bernard, Manager of the Water Division, French Development Agency, representing the college "water agencies and public organizations", Mr. Philippe Guettier, in charge of international affairs, General Directorate for Land Planning, Housing and Nature, French Ministry of Ecology, Energy, Sustainable Development and Marine Department,of the French ministry in charge of ecology representing the college "State", met with the French Minister of Foreign Affairs and communities, Bernard Kouchner, on September 3, 2009.

The Minister was accompanied by Ms. Hélène Dantoine Advisor, Mr. Laurent Stéfanini, Ambassador delegate to the environment and Mr. Philippe Lacoste, assistant director in the Globa Public Goods direction of the Ministry of Foreign Affairs..

The Minister realized the diversity, cohesion and the commitment of the members of FWP, especially on the main subjects of "Water policy at the international level" and expressed his interest ont the topics "water, sanitation, health and MDG," "right to water and sanitation" and "transboundary water management » . Mr Minister Kouchner estimated that these issues "must be taken into account to make diplomacy and policy".

In the perspective of the 6th World Water Forum in Marseille, France, in 2012, Mr. Ministrer was particularly interested in "giving visibility to all these efforts and mobilizing the diplomatic staff".

The following ways of collaboration have been discussed :

• Strengthen collaboration and support of the Ministry to the French Water Partnership
• Actively engage the Ministry and the FWP in the preparation of the Forum in Marseille, 2012,
•Contribute to the legal recognition of the right to water and sanitation by the international community of water in 2012,
•Improving the coordination between actors and the funders of the humanitarian action for water and sanitation,
•Act for the entry into force in 2012 of the 1997 United Nations Convention on international water courses,
•Ensure the doubling of the official development assistance (ODA) for water and sanitation.
