Build partnerships with local authorities from developing countries

The elected representatives and technicians coming from the French tlocal authorities (regions, departments, municipalities and their groupings) have the possibility to mobilize and share their know-how and skills with other communities or local authorities of the developing countries. This is called the "decentralized cooperation".

To encourage these partnerships of proximity dealing with the Millennium Development Goal on access to drinking water and sanitation, France has put in place a legal system of finnovative financing. The Santini-Oudin law of 27 January 2005 gives the opportunity to local authorities, syndicates and water agencies, to allocate up to 1% of their budgets of water and sanitation to solidarity actions in these areas. In France, the budgets of water and sanitation are about12 billion euros, which constitutes a potential of 120 million euros for projects dedicated to decentralized cooperation. Since this law has been entered in force, about 17 millions of euros were collected for these projects. If such a tool is adopted by the local authority, each user coming from developed coutries can, thus, help people from developing coutries to access to water and sanitation by consuming water in his own coutry.
